This report includes a ~urther
detailed examination of the alternate plan selected by the proJect
sponsors, and a drainage and flood control preliminary design for the
selected alternate plan in sufficient detail for planning and pro-
ceeding with final design plans and specifications.

The selected plan includes channel improvements for the 10- and
lOG-year frequencies, underground conduits and box culverts for
each major sub-basin delineated during the course of the Phase B
study. The estimated total cost of the Basinwide Master Plan
improvements is $8,763,809 which includes the costs for land
acquisition, engineering and contingencies, fiscal, legal and
administrative expenses. A breakdown of these costs are presented
for each of the plan drawings,

It is recommended that the initial expenditures be made for the
acquisition of drainage right-of-ways in each major sub-bas~n,
the construction of Major Drainageway 3 and the road and ral1road
crossings necessary for Drainageway 3. The most significant
effect of the Stage 1 improvements will be to provide future
development in the City of Lafayette and in adjacent areas of
Boulder County with a means to plan for the future major drainage
improvements to prevent the increasing f1?oding dama~e potential
that urbanization will create. Constructlon of the lmprovements
recommended in ~lajor Sub-basin 3 is suggested in Stage 1 in order

to eliminate the frequent local flooding problems along the Emma
Street Ditch and in the lower agricultural areas of the basin.
~"'. Finally, the construction of the channel crossings for Major
_,,;,_,~>.-r' Drainageway 2 under Weld County Road and under the Chicago
~r~c Burlington and Quincy Railroads will provide future development
W,'- I' " in Major Sub-basin 2 a means of conveying stormwater to Coal

\. ..\ \. \I \9'6\ Creek.

\. .\~\\' . It should be stressed that the Basinwide Plan developed in the
b\.,~ "\\ 0,,"""'eOI\RU Phase B study assumes that the land development process will .
C\J-\If',I\ON recognize the need for an overall drain~ge mas~e~ plan that wlll
CONStR serve existing and future ur~an needs wlth effl~lent s~ormwater
, management and flood protectlon. A close compllance wlth the
Storm Drainage Design and Technical Criteria for the City of
Lafayette and Surrounding Boulder County developed in conjunction
with the Basinwide Drainage Plan will aide greatly in establishing
orderly land and storm drainage planning that will assure existing
and future development adequate storm drainage facilities.

We wish to acknowledge with thanks the cooperation and assistance
of Mr. Ben Urbonas of your staff, Mr. Warren Williams of the City
of Lafayette, and Mr. Mike Ser1et of Boulder County in preparing.
this Basinwide Master Plan for the City of Lafayette and Surroundlng
Boulder County.

Very truly yours,

CAMP DRESSER & McKEE INC.

1?~---P U.
