Box 1575
Colorado Springs, Colorado 80901-1575

community: City of Colorado
Springs, Colorado
Community No.: 080060
Map Panel Affected: 0163 B

Effective Date of
This Revision:

FE815 1994

102-I-A

Dear Mayor Isaacl

This is in response to a request for a revision to the effective Flood
Insurance Study (FIS) and National Flood Insurance Program (NFIP) map for
your community. Specifically, this responds to a letter dated
October 7, 1993, from Mr. Dan Bunting, Regional Floodplain Administrator,
regarding the effective FIS report and Flood Insurance Rate Map (FIRM) for
the City of Colorado Springs, Colorado. Mr. Bunting requested that we revise
the effective FIRM to show the effects of more detailed hydraulic analysis
and updated topographic information to reflect the existing configuration of
the channel and overbanks along Monument Creek. The segment of the channel
under study was impacted by stream aggradation, degradation, and bank
sloughing. All of the data required to complete our review of this request
were submitted by Mr. Bunting with his letters dated October 7 and November
8, 1993, and by Mr. Steven C. Jacobson, P.E., Senior Civil Engineer, Kiowa
Engineering Corporation, with his letter dated November 1, 1993.

Because this Letter of Map Revision (LOKi) solely incorporates more detailed
information, fees were not assessed for the review.

We have completed our review of the submitted data and the flood data shown
on the effective FIRM, and have revised the FIRM to modify the elevations and
floodplain and floodway boundary delineations of a flood having a l-percent
probability of being equaled or exceeded in any given year (base flood) along
Monument Creek from Fillmore Street to approximately 100 feet upstream of the
confluence with Douglas Creek South, for a total distance of approximately
0.76 mile. Base (lOO-year) flood elevations (BFEs) are increasing by a
maximum of 3.3 feet. Special Flood Hazard Areas (SFHAs) ,are increasing and
decreasing. Increases in SFHAs are solely due to more detailed topographic
information. All property owners affected by this revision have been
notified by Mr. Jacobson with his letter dated November 1, 1993.

~
