<br />INTRODUCTION <br /> <br />This study presents floodplain information on the Colorado River in Grand <br />Junction and Mesa County, Colorado, and includes an evaluation of existing <br />facilities and recommendations for improvements that would mitigate flooding in <br />high damage areas. This study also includes information to aid in monitoring <br />and predicting flood levE!ls in the Colorado River, and addresses the fai lure <br />potential of upstream reservoirs and the effect of a failure on the City of <br />Grand Junct ion. <br /> <br />This study was authorized by the City of Grand ~Iunction and Mesa County and is <br />sponsored through funding provided by the Community Action Agency of Grand <br />Junction. The study was completed by Greenhorne & O'Mara, Inc., Consulting <br />Engineers of Denver, Co'orado, under an agreement with Mesa County dated <br />November 15, 1983. Survey information was provided by Nichols Associates, Inc. <br />under contract with Greenhorne & O'Mara. <br /> <br />The purpose of this stud.v is to provide the City of Grand Junction and Mesa <br />County hydrologic and hydraulic information to help manage flood warning, <br />protection, evacuation and emergency response programs for conditions of high <br />flow in the Colorado River near Grand Junction. <br /> <br />The scope of work for this study includes a hydraulic investigation of the <br />Colorado River in a five and one-half mile study reach. Water surface profiles <br />were computed based on existing information from the F'lood Insurance Study for <br />Mesa County (Reference 1), the Hydraulic Analysis for the Redlands Bridge <br />(Reference 2), and new cross sections surveyed for this study. Flow magnitudes, <br />where I evees are overtopped, were i dent i fi ed and a recurl"ance interva I est imated <br />at each location. Where banks and levees were overtopped, the extent of <br />flooding was plotted on a map, and properties in the flooded areas were <br />identified. <br /> <br />A Plan of Improvements to help alleviate flood ha:zards was recommended <br />considering permanent and temporary facilities. Also presented are general <br />design criteria based upon guidelines used by the U.S. Army Corps of Engineers <br />and the Federal Emergency Management Agency for the design and construction of <br />levees. <br /> <br />Information was gathered from Federal, State, and Local Agencies to provide a <br />plan for monitoring and predicting flood levels on the Colorado Rive!^. This <br />report provides a plan for contacting for various agencies on a period'ic basis <br />to obtain the latest measured data. This data can then be used to estimate <br />streamflow on the Colorado River to help provide warning of potential high <br />fl ows . <br /> <br />1 <br />
