In a letter dated
July 9, 1999, Mr, Joe DeCrescentis, Civil Engineer - Development Analysis, Planning and Zoning,
Jefferson County, requested that FEMA revise the FIRM and FIS report to show the effects of
channelization of Van Bibber Creek from Dunraven Street to approximately 450 feet upstream of EI Diente
Street, construction of a 26-foot by 6-foot reinforced-concrete box culvert at E1 Diente Street, and more
detailed topographic information to reflect existing watershed conditions along the studied reach, This
request follows up on a Conditional Letter of Map Revision issued on September 28, 1998,

All data required to complete our review of this request were submitted with letters from Mr, David
Mallory, P,E" Project Engineer, Floodplain Management Program, Urban Drainage and Flood Control
District; Ms, Vera Stepanek, P.E" Rocky Mountain Consultants, Inc.; and Mr. DeCrescentis,

We have completed our review of the submitted data and the flood data shown on the effective FIRM and
FIS report, We have revised the FIRM and FIS report to modify the elevations and floodplain boundary
delineations of the flood having a I-percent chance of being equaled or exceeded in any given year (base
flood) along Van Bibber Creek from just downstream of Dunraven Street to approximately 500 feet
upstream of EI Diente Street. As a result of the modifications, the base flood elevations (BFEs) for Van
Bibber Creek increased in some areas and decreased in other areas, and the width of the Special Flood
Hazard Area (SFHA), the area that would be inundated by the base flood, decreased, All increases in BFE
are a result of more detailed topographic information, and no insurable structures are affected, The
modifications are shown on the enclosed annotated copies of FIRM Panel(s) 0165 B and Profile
Panel(s) 422P and 423P, This Letter of Map Revision (LOMR) hereby revises the above-referenced
panel(s) of the effective FIRM dated August 5. 1986, and the affected portions of the FIS report dated
July 4, 1989,

The modifications are effective as of the date shown above, The map panel(s) as listed above and as
modified by this letter will be used for all flood insurance policies and renewals issued for your community,
