War Department, <br />Gay Building, <br />Broadway at Third, <br />Little Rock, Arkansas. <br /> <br />Gentlemen: <br /> <br />Since coming to Huerfano County in 1909 I have been <br /> <br />closely conne~ted with the irrigation service and stock raising <br /> <br />and have watched wi th a great deal of intel'est the annual erosion <br /> <br />of soil'caused by flood waters of the Huerfa"lo and Cucharas <br /> <br />Ri vers and it seems to tha t our crying need is government aid <br /> <br />in the control of these floods. <br /> <br />Too much of the grazing land has been plowed and <br /> <br />allowed to blow away, almost all sections of the County have <br /> <br />been overgrazed, the timber has been cut from our hills and <br />river beds, thus allowing the water to rush m!i\dly down the <br /> <br />stream beds and wash away much valuable land annually. <br /> <br />The construction of small daMS on side streams and <br /> <br />arroyas, the building of dams on the vucharas and Huerfano <br /> <br />Rivers, thus empounr1ing these waters, will in a large measure <br /> <br />solve the problem. <br /> <br />Respectfully submitted, <br />Geo.
