The program <br />will include the showing of the new <br />video produced by DRCOG on <br />construction activities man.V"'ent, a <br />short training segment on the selection <br />and design of stnJctural BMPs, a panel <br />discussion on the experience by local <br />governments in the use of Volume 3 - <br />Best Management Practices, and an <br />audience participation segment on <br />suggested needs on how to improve <br />Volume 3. <br /> <br />Stormwater NPDES Activities <br /> <br />New EPA InidDtWes <br />EP A will publish proposed <br />regulations for Phase IT of the <br />stormwater program (i.e., affecting <br />municipalities with less than 100,000 in <br />population) in January. EPA is under <br />court order to have these prolI1I11gate<J <br />by 1999 (see Tucker Talk and a related <br />article by John Doerfer). We will <br />distn'bute copies of the draft Phase IT <br />regulations to local governments when <br />they are available and will schedule a <br />meeting to discuss them in January or <br />February of 1998. <br />On June 2, 1997 EP A published <br />proposed regulations for reissllance of <br />general permits for constnJction-site <br />stormwater discharges. They include <br />provisions intended to protect <br />threatened and endangered species and <br />sites of archaeological ~. <br />After EP A adopts these, the State will <br />most likely need to II1odi1Y its <br />constnJction general permit conditions <br />to be in line with EP A's requirements. <br /> <br />De1tver, AIU'Ortl, IIIUI ~ Permit <br />Implementation Actirities <br />Following issuance ofpermi!s in <br />May of 1996, the District continued to <br />wod; with Denver, Aurora, and <br />Lakewood as they takes steps to <br />implement the requirements of their <br />stormwater permits. See the article by <br />John Doerfer about this and other <br />stormwater related permit efforts of the <br />District <br /> <br />AMpa/Ioe Cmurty PIuISe 1 App/icIltion <br />Arapahoe County was notified in <br />1996 by the State that it had an <br />unincorporated urban-area population <br />of over 100,000 and this put them into <br />the Phase I category for municiplll <br />stormwater NPDES permitting. Three <br />special districts within the County meet <br />the regulatoty defiuilion of"owner of <br />municipal separate storm sewer system" <br />and need to be permitted as well. These <br />are East Cheny Creek Valley Water <br />and Sanitation District, Arapahoe <br />County Water and Wastewater <br />Authority, and Inverness Water and <br />Sanitation District The County and the <br />three special districts agreed to become <br />"co-permittees" and submit a single, <br />combined permit application. Although <br />individual descriptions were needed <br />where the entities differ, overa11 <br />efficiency and COnoiotP.11Cy were gained <br />using this approach. <br />The District assisted these co- <br />permittees with their preparation of Part <br />1 application submitted in July, 1997. <br />Part 2 Of the application is planned for <br />completion in July, 1998. We can provide you <br />with advice and a fully developed set of <br />consistent protocols and data <br />management tools that can help make <br /> <br />10 <br /> <br />your job easier and consistent with <br />others in this region, thereby qualifying <br />your community for further suppoll and <br />assistance as you enter the world 0# <br />stormwater permitting. <br /> <br />I <br /> <br />Welcome To New <br /> <br />Staff Members <br />Ken MacKenzie has joined the <br />District as an Engineering Inspector in <br />the South Platte River Program. A <br />student intern with us since early 1995, <br />Ken graduated stmtnUl cum laude from <br />the Metropolitan State College of <br />Denver in May, earning his bachelor's <br />degree in Civil Engineering <br />Technology. Ken is an active member <br />in the American Society of Civil <br />Engineers. His prior life experience <br />includes nine years in the aviation <br />industty, where he achieved a position <br />of a supervising airframe and power <br />plant mechauics with Continental <br />ExpresslRocky Mountain Airways. As <br />a lifelong front range resident, Ken <br />brings to the District much knowledge <br />and understanding of this region. <br />Sandra Gonzalez has joined the <br />District as Admiuistrative Secretary. <br />Prior to joining the District she was an <br />Execntive Secretary with the San <br />Bernardino County Public Works <br />Group for 14 years. Sandy obtained an <br />Associate Degree in Business at San <br />Bernardino Valley College, California, <br />which she has supplemented over the <br />years with several courses woddng <br />toward a bachelor's degree. Sandy is <br />also a volunteer member of the Denver <br />Center for Performing Arts Kindred <br />Spirits Council and a Board member of <br />the CU Boulder Parents Association. <br />David Mallory has joined the <br />District as a Project Engineer in the <br />Floodplain M.n~genumt Program. <br />David has a B. S. Degree in Civil <br />Engineering from Colorado State <br />Uuiversity and is a registered P.E. in <br />Colorado. His previous experience has <br />been in the private sector, most recently <br />with RG Consulting F.nginPMS, Inc. <br />We are delighted that Ken, Sandy <br />and David have joined the District and <br />we look forward to woddng with them. <br />
