<br />Federal Emergency Management Agency <br /> <br />(2) Encourage and assist communities <br />in qualifying for participation in the <br />Program; <br />(3) Guide and assist county and mu- <br />nicipal public bodies and agencies in <br />developing, implementing, and main- <br />taining local flood plain management <br />regulations; <br />(4) Provide local governments and <br />the general public with Program infor- <br />mation on the coordination of local ac- <br />tivities with Federal and State require- <br />ments for managing flood-prone areas; <br />(5) Assist communities in disseminat- <br />ing information on minimum elevation <br />requirements for development within <br />flood-prone areas; <br />(6) Assist in the delineation of <br />riverine and coastal flood-prone areas, <br />whenever possible, and provide all rel- <br />evant technical information to the Ad- <br />ministrator; <br />(7) Recommend priorities for Federal <br />flood plain m..n..gement activities in <br />relation to the needs of county and mu- <br />nicipallocalities within the State; <br />(8) Provide notification to the Ad- <br />ministrator in the event of apparent ir- <br />reconcilable differences between a com- <br />munity's local flood plain man;o.gement <br />program and the minimum require- <br />ments of the Program; <br />(9) Establish minimum State flood <br />plain management regulatory stand- <br />ards consistent with those established <br />in this part and in conformance with <br />other Federal and State environmental <br />and water pollution standards for the <br />prevention of pollution during periods <br />of flooding; <br />(10) Assure coordination and consist- <br />ency of flood plain m..na,gement activi- <br />ties with other State, areawide, and <br />local p)A.nnil1g and enforcement agen- <br />cies; <br />(11) Assist in the identification and <br />implementation of flood ba.za.rd mitiga- <br />tion recommendations which are con- <br />sistent with the minimum flood plain <br />mA.na.gement criteria for the Program; <br />(12) Participate in flood plain man- <br />agement training opportunities and <br />other flood hazard preparedness pr0- <br />grams whenever practicable. <br />(c) Other duties and responsibilities, <br />which may be deemed appropriate by <br />the State and which are to be offiCially <br />designated as being conducted in the <br />capacity of the State Coordinating <br /> <br />1;4-165 0-97--9 <br /> <br />PI. 61 <br /> <br />Agency for the Program, may be ear- <br />ried out with prior notifj,::ation of the <br />Administrator. . <br />(d) For States which have dem- <br />onstrated a commitment 1;0 and experi- <br />ence in application of the minimum <br />flood plain management criteria set <br />forth in "60.3, 60.4, and, 60.5 as evi- <br />denced by the establishment and im- <br />plementation of programs which sub- <br />stantially encompass the activities de- <br />scribed in paragraphs (a), (b), and (c) of <br />this section, the Administrator shall <br />take the foregoing into !Lecount when: <br />(1) Considering State recommenda- <br />tions prior to implementing Program <br />activities affecting State communities; <br />(2) Considering State approval or cer- <br />tifications of local flood plain m..nllge- <br />ment regulations as ml,eting the re- <br />quirements of this part. <br /> <br />[51 FR 30309.
