regarding Colorado Water Conservation Board (CWCB) designation
pf the August 5. .1986. Floo~ Insurance Sttidy for Jeffecsdn
County. As requested in your letter, we:havetentatively
placed designation of that studydn the ageilda for our next
meeting, which will be held on DecembeclOandll.1987.'

resolution. We plan to finalize the designation resolution by
Nove~ber30, 1987.

The purpose of the designation resol.ution is to certify, as
required by state statute, the floodplain information contained
in the study prior to its utilization by Jefferson County for
zoning purposes. The CWCB has pr:eviously designated a numbl~r
of studies pr:epared by the Urban Drainage and Flodd Control
District for streams in Jeffer:son County_ All of those
pr:evious designations have been taken into account in the draft
resdlution for the Flood Insurance Study.

The resolution will not dictate specific floodplain zoning
or regulation standards for: Jefferson County. All of the Upper
Bear Creek areas have. been delineated by approximate means
(Zone A). They will be designated as such by this Jefferson
County resolution. We recommend that a..-detailed hydrologic and
hydraulic analysis be pr:epared, on a case-of-case b?sis, for
development and zoning activities in such appr:oximate areas.
The CWCB will continue to monitor FEMA's detailed flood hazard
analysis for Upper Bear Cr:eek, which is currently going on.
