Scope Under the contract, the engineering work is divided into Phase A and Phase B. Under Phase A, drainage problems are defined, alternate solutions developed, and approximate costs given. From the information developed in Phase A, the Urban Drainage and Flood Control District and the local governments decided upon one of the alternate solutions for detailed treat- ment in the second phase. Phase B is the drainageway improvement master planning and final report. The major tasks to be accomplished under the two phases of the contract are as follows: Phase A. Development of Alternative Plans 1. Hold meetings with local governments, the District, and various State and Federal agencies for basic information and data gather- ing, including rights-of-way, plans for development, known hazards, local preferences, and pertinent ordinances. 2. Make hydrologic studies to determine existing and future peak run- off and runoff volumes for 10, 25 and lOa-year recurrence intervals at a sufficient number of points for dependable development of al- ternate solutions to flooding problems. 3. Determine by means of backwater analysis the extent of lOa-year flooding on a detailed map and estimate the damage therefrom. 4. Develop a number of plans with cost estimates for alleviating flood hazards in the study basin. 5. Obtain a legal opinion of liabilities involved in each alternate plan from an attorney versed in drainage law. 6. Present a preliminary report with recommendation on the findings, and meet with local governments and the District for verbal pre- sentation. -4-
