Under Phase A, drainage problems are defined, alternate solutions <br /> <br /> <br />developed, and approximate costs given. From the information developed <br /> <br /> <br />in Phase A, the Urban Drainage and Flood Control District and the local <br /> <br /> <br />governments decided upon one of the alternate solutions for detailed treat- <br /> <br /> <br />ment in the second phase. Phase B is the drainageway improvement master <br /> <br /> <br />planning and final report. <br /> <br />The major tasks to be accomplished under the two phases of the contract <br />are as follows: <br /> <br />Phase A. Development of Alternative Plans <br /> <br />1. Hold meetings with local governments, the District, and various <br /> <br /> <br />State and Federal agencies for basic information and data gather- <br /> <br /> <br />ing, including rights-of-way, plans for development, known hazards, <br /> <br /> <br />local preferences, and pertinent ordinances. <br /> <br /> <br />2. Make hydrologic studies to determine existing and future peak run- <br /> <br /> <br />off and runoff volumes for 10, 25 and lOa-year recurrence intervals <br /> <br /> <br />at a sufficient number of points for dependable development of al- <br /> <br /> <br />ternate solutions to flooding problems. <br /> <br /> <br />3. Determine by means of backwater analysis the extent of lOa-year <br /> <br /> <br />flooding on a detailed map and estimate the damage therefrom. <br /> <br /> <br />4. Develop a number of plans with cost estimates for alleviating <br /> <br /> <br />flood hazards in the study basin. <br /> <br /> <br />5. Obtain a legal opinion of liabilities involved in each alternate <br /> <br /> <br />plan from an attorney versed in drainage law. <br /> <br /> <br />6. Present a preliminary report with recommendation on the findings, <br /> <br /> <br />and meet with local governments and the District for verbal pre- <br /> <br /> <br />sentation. <br /> <br />-4- <br />
