It will be seen that Plan E and Plan B are the <br /> <br /> <br />two plans that yield the greatest flood protection net benefits to the area. <br /> <br /> <br />It is consistent with good public works practice to select the plan yield- <br /> <br /> <br />ing the greatest net benefits as such a plan will give widespread flood pro- <br /> <br /> <br />tection. The benefit to cost ratios of parts of a widespread plan will be <br /> <br /> <br />greater than such ratios for other parts; but no individual improvement is <br /> <br /> <br />included in the widespread plan if the benefits to be derived from it are <br /> <br /> <br />less than its cost. <br /> <br />I <br />I <br /> <br />I <br /> <br />Report <br /> <br /> <br />This report is presented in two volumes: Volume I - Report, and Volume II <br /> <br /> <br />Drawings.
