A designated floodway is the area of the flood plain

a reasonable balance between the advantages of reducing pOtential
flood losses and the disadvantages of overly restricting land use,
the Intermediate Regio~al Flood's heights and areal limits are con-
sidered most practical for use in gaining the goals sought through
selective zoning.

Constituting a legal tool that can be used to implement
and enforce the d~tailed plans resulting from a land-use planning
program. Selective zoning ensures the most beneficial us@ of flood
plain lands while safeguarding the health, safety and welfare of the
coc~unity. Designated floodways ~y be reserved by establishing
encroachment lines that clearly define the flooGway zone. Designated
floodways should be ~oncd for th" 'purpO~e of paosir.g floodwaters and
for other limited uses that do not conflict with that pri~ry purpose.
The utilization of flood plain lnnds adjacent to the floadway is
limited only by the degree of flood risk d~erned allowable (a d"ter-
mination of local government) and the requirement~ of the city's
zOning criteria for the area.
