In a letter dated May 19, 1998, Mr. Lawrence E. Dezman, P.E., Vice
President, Futura Engineering Inc., requested that FEMA revise the FIRM, FBFM, and FIS report to show
the effects of several projects associated with construction of a hotel/casino between North Clear Creek
and Main Street. The projects consist of culvert construction under Richman Street between State
Highway 119 and Main Street, channelization of North Clear Creek from approximately 1,120 feet
downstream to approximately 1,620 feet downstream of Gregory Street, construction of an 8-foot-diameter
bypass pipe that parallels the entire length of the channelization project, and construction of an inlet
structure at the upstream end of the bypass pipe and channelization project. The entire revised reach
extends from approximately 550 feet downstream to approximately 2,050 feet downstream of Gregory
Street. This request follows up on a Conditional Letter of Map Revision issued on December 13, 1996.

All data required to complete our review of this request were submitted with letters from Mr. Dezman and
Mr. Jon Gray, Design Engineer, also with Futura Engineering Inc.

We have completed our review of the submitted data and the flood data shown on the effective FIRM;
FBFM, and FIS report. We have revised the FIRM, FBFM, and FIS report to modify the elevations and
floodplain boundary delineations of the flood having a I-percent chance of being equaled or exceeded in
any given year (base flood) along North Clear Creek from approximately 550 feet downstream to
approximately 2,050 feet downstream of Gregory Street. As a result of the modifications, the base flood
elevations (BFEs) for North Clear Creek increased, and the width of the Special Flood Hazard Area
(SFHA), the area that would be inundated by the base flood, decreased. The increased BFEs are contained
within the channelized portion of North Clear Creek. The modifications are shown on the enclosed
annotated copies of FIRM Panel(s) 0001 B, FBFM Panel(s) 0001, Profile Panel(s) 02P and 03P, and
affected portions of the Floodway Data Table. The FBFM has also been revised to show the cross-section
location modifications. This Letter of Map Revision (LOMR) hereby revises the above-referenced panel(s)
of the effective FIRM and FBFM dated October 16, 1984, and the affected portions of the FIS report dated
April 16, 1984.

The modifications are effective as of the date shown above. The map panel(s) as listed above and as
modified by this letter will be used for all flood insurance policies and renewals issued for your community.
