..

CHANGES ARE MADE IN DETERMINATIONS OF BASE FLOOD ELEVATIONS FOR THE TOWN
OF LIMON, LINCOLN COUNTY, COLORADO, UNDER THE NATIONAL FLOOD INSURANCE
PROGRAM

On May 1, 1984, the Federal Emergency Management Agency identified Special Flood Hazard Areas
(SFHAs) in the Town of Limon, Lincoln County, Colorado, through issuance of a Flood Insurance Rate
Map (FIRM). The Mitigation Directorate has determined that modification of the elevations of the flood
having a I-percent chance of being equaled or exceeded in any given year (base flood) for certain locations
in this community is appropriate, The modified base flood elevations (BFEs) revise the FIRM for the
community .

The changes are being made pursuant to Section 206 of the Flood Disaster Protection Act of 1973 (Public
Law 93-234) and are in accordance with the National Flood Insurance Act of 1968, as amended (Title XIII
of the Housing and Urban Development Act of 1968, Public Law 90-448), 42 U,S,C, 4001-4128, and
44 CFR Part 65.

A hydraulic analysis was performed to incorporate a channelization and culvert replacement project along
Main, East, and West Tributaries of Big Sandy Creek. The project includes channelization of Main
Tributary from approximately 600 feet downstream of the Cadillac and Lake City Railroad to
approximately 200 feet upstream of U;S. Highway 40; replacement of the culverts under the Cadillac and
Lake City Railroad at the Main Tributary crossing; installation of two additional culverts and the lowering
of an approximately 250,foot.long section of Seventh Street at East Tributary crossing; and replacement
of the culverts under A, C, and D Avenues where they cross West Tributary. The project also includes
a revised hydraulic analysis for Middle Tributary that incorporates corrected topographic information and
a corrected culvert analysis at D Avenue. This channelization and culvert project has resulted in decreases
in SFHA width and BFEs for Main, East, and West Tributaries of Big Sandy Creek. The BFEs and SFHA
width for the revised reach of Middle Tributary increased in some areas and decreased in other areas.

The table below indicates existing and modified BFEs for selected locations along the affected lengths of
the flooding source(s) cited above.

Location

Existing BFE
(feet)*

Modified BFE
(feet)*

Main Tributary:
Approximately 200 feet downstream of Cadillac
and Lake City Railroad
Just upstream of Cadillac and Lake City Railroad
At confluence with East and West Tributaries

East Tributary:
At confluence with Main and West Tributaries
Just upstream of Seventh Street
Approximately 800 feet upstream of Seventh Street

5,345 5,344
5,353 5,345
5,353 5,348
5,353 5,348
5,355 5,353
5,356 5,355

West Tributary:
Approximately 200 feet upstream of confluence
with Main and East Tributaries
At confluence with Middle Tributary
Just upstream of D Avenue

5.353
5,353
5,356

5.349
5,351
5,355

Middle Tributary:
Just downstream of Sixth Street

5,353

5,351
