In a letter dated <br />May 1, 1998, Roger J, Peterson, Ph.D" P.E., Love and Associates, Inc., requested that FEMA revise the <br />FIRM and FIS report to show the effects of a channelization and culvert replacement project along Main, <br />East, and West Tributaries of Big Sandy Creek, as shown on the as-built plans entitled "Limon Flood Plain <br />Mitigation Project, Town of Limon,>> prepared by GMS Inc., dated March 1995. The project includes <br />channelization of Main Tributary from approximately 600 feet downstream of the Cadillac and Lake City <br />Railroad to approximately 200 feet upstream of U.S. Highway 40; replacement of the culverts under the <br />Cadillac and Lake City Railroad at the Main Tributary crossing; installation of two additional culverts and <br />lowering of an approximately 25D-foot-Iong section of Seventh Street by regrading the roadway at the East <br />Tributary crossing; and replacement of the culverts under A, C, and D Avenues where they cross West <br />Tributary. The project also includes a revised hydraulic analysis for Middle Tributary that incorporates <br />corrected topographic information and a corrected culvert analysis at D A venue. This request follows up <br />on a Conditional Letter of Map Revision issued on March 16, 1995. <br /> <br />The revised reach of Main Tributary extends from approximately 800 feet downstream of the Cadillac and <br />Lake City Railroad to the confluence with East and West Tributaries. The revised reach of East Tributary <br />extends from the confluence with Main and West Tributaries to approximately 1,700 feet upstream of <br />Seventh Avenue. The revised reach of West Tributary extends from its confluence with Main and East <br />Tributaries to just upstream of E Avenue. The revised reach of Middle Tributary extends from its <br />confluence with West Tributary to just upstream of D Avenue. <br /> <br />All data required to complete our review of this request were submitted with letters from Mr. Joe Kiely, <br />Town Administrator, Town of Limon, and Dr. Peterson. <br /> <br />We have completed our review of the submitted data and the flood data shown on the effective FIRM and <br />FIS report. We have revised the FIRM and FIS report to modify the elevations, floodplain boundary <br />delineations, and zone designations of the flood having a I-percent chance of being equaled or exceeded <br />in any given year (base flood) along the revised reaches of Main, East, West, and Middle Tributaries. As <br />a result of the modifications, the base flood elevations (BFEs) for the revised reaches of Main, East, and <br />West Tributaries decreased; and the widths of the Special Flood Hazard Areas (SFHAs), the areas that <br />
