VI .

Transportation. Roads, highways, and bridges should not cause flood prob-
lems or increase flood related damages. Transportation should not conflict
with the recreational and park use of the corridor without mitigation mea-
sures. Bridge crossings of the South Platte River should not cause back-
water effects and should have piers and abutments designed to resist erosion
by the river.

The planning and design criteria for the South Platte River from Chatfield

1) Urban Storm Drainage Criteria Manual
Volumes 1 and 2
March, 1969; and as revised from time-to-time
Urban Drainage and Flood Control District

2) Stream Stability Investigation
South Platte River
Chatfield Dam to Baseline Road
Michael A. Erosion and sedimentation
causing activities affect safe flood carrying capacity and therefore should
be subject to flood control regulations.

3) Drainage and Flood Control
Design Guidelines and Criteria
Channels and Hydraulic Structures on Sandy Soil
Simons, Li & Associates
June 1981

Access Trail. Access to the River should be maintained for operational and
maintenance purposes, and to afford ready inspection of problem areas. Such
access trails shall, where practical, serve a multi-use function for hiking
and running, biking, and non-motorized transportation.

4) Chapter VI
Adams County Subdivision Regulations

Continuous Linear Boating. Safety and enjoyment of the river should be
encouraged by providing for continuous boating. All dams and check dams
should have safe boat chutes suitable for the typical boater for river flows
up to 1,500 cfs. Use of the river may be restricted by peace officers (as
defined by state law) to protect the public safety whenever flows exceed
safe limits.

Planning Criteria

The following criteria are used as general guidelines during this master
planning project.

Aquatic Life. Means to protect and enhance fishing and all forms of aquatic
life should be included in plans.

One Hundred Year Design Flood. The 100-year flood will be the basis for all
floodplain master planning in the South Platte River Corridor. The one
percent criterion means that ramifications of the 100-year flood must always
be evaluated as to impact and land use optimization. It does not mean that
overbank flooding during the 100-year flood must be eliminated.

Birds and Terrestial Wildlife.
able for birds and terrestial

Enhancement of a riverine environment suit-
wildlife should be included in the plans.

River Flow Management.
multi-purpose river to
fines of Colorado law.

The South Platte River flow should be managed as a
optimize the many uses of the river within the con-
