Th i s master pl anni ng report covers a forty mi 1 e <br />reach of the river from Chatfield Reservoir to the City of Brighton. <br /> <br />This project was undertaken and completed with the excellent assistance and <br />cooperation of the thirteen Project Sponsors listed on the cover. The pro- <br />ject advisors assistance was invaluable. The leadership of Mr, Ben Urbonas <br />of the District was instrumental in our meeting the objectives of the \\Ork <br />within the time schedule. <br /> <br />Wright Water Engineers is particularly grateful for the guidance and advice <br />of the many developers, gravel company interests and innumerable local <br />government staff people who gave unselfishly of their time in assisting us. <br /> <br />The purpose of the Phase A report is to develop alternatives for the solu- <br />tion of flood problems while maintaining a balance with respect to the uses <br />of the river, <br /> <br />The foremost and primary use of the South Platte River is for drainage and <br />flood control. However, this use must be coordinated with water supply, <br />sewerage, land use, building development, recreation, transportation, wild- <br />life, and open space. <br /> <br />The stated purpose has been achieved by the jOint effort of all sponsoring <br />agenci es and advi sors, together wi th the staff of our speci al i zed ,cons~l- <br />tants; Urban Environments, Ltd" Denton Harper Marshall, and the engIneerIng <br />staff of our firm. <br /> <br />Kenneth R. It includes reference source technical and planning <br />information on the South Platte River including subjects such as: <br /> <br />o River flow <br />o Water rights <br />o Water quality <br />o Mineral resources <br />o Geomorpho logy <br />o Sedimentation <br /> <br />o Groundwater <br />o Parks and recreation inventory <br />o Open space inventory <br />o Trail and access road needs <br />o Proposed parks and recreation <br />o Boating inventory and needs <br /> <br />River corridor is important. In fact, it <br />We have i nc 1 uded a sect i on in the report <br /> <br />The management of the South Platte <br />is key to upgradi ng the corridor. <br />on River Management. <br /> <br />The master planning included the detailed study of eight distinct river <br />reaches, For each reach numerous alternati ves were cons idered and sel ect <br />alternatives were studied in detail. The study of alternatives included <br />engineering evaluation, construction costing, determination of flood damages <br />and damage reduction, and economic analysis. <br /> <br />The resulting recommendations of the consulting engineers are presented in <br />Sect i on XVI of the attached Ph ase A report. The recommended pl an is a <br />result of the accumulated and integrated desires and needs of the various <br />local governmental sponsors coupled with regional engineering and <br />recreational constraints and opportunities. <br /> <br />The recommended plan is practical, it is achievable, and it will result in a <br />unified approach to control of the flooding problem within the fri'lllework of <br />a valuable regional linear i'Illenity.
