Colorado 81641 <br /> <br />Community: Town of Meeker, Colorado <br />Community No.: 080151 <br />Panel Affected: 0001 B <br />Effective Date of AUG 0 6 1998 <br />This Revision: <br /> <br />I02-I-A-C <br /> <br />Dear Mayor Dunham: <br /> <br />This responds to a request that the Federal Emergency Management Agency (FEMA) revise the effective <br />Flood Insurance Rate Map (FIRM) and Flood Insurance Study (FIS) report for your community in <br />accordance with Part 65 of the National Flood Insurance Program (NFIP) regulations. In a letter dated <br />December 31, 1997, Mr. Peter Belau, P.E., ENARTECH, Inc., requested that FEMA revise the FIRM <br />and FIS report to show the effects of the Phase II flood control improvements along Sulphur Creek as <br />shown on the as-built plans entitled "Town of Meeker, CO. Sulphur Creek Flood Control Project Phase II <br />Improvements," prepared by ENARTECH, Inc., dated December 1997. These improvements include <br />construction of a concrete cutoff wall with riprap channel sides at the confluence with the White River and <br />removal of concrete baffle blocks at the upstream end of the cutoff wall; construction of a concrete-lined <br />channel from approximately 210 feet upstream to approximately 990 feet upstream of the confluence; <br />placement of riprap from approximately 885 feet upstream to approximately 990 feet upstream of the <br />confluence; construction of a riprap-lined concrete channel at the irrigation ditch crossing from <br />approximately 1,725 feet upstream to approximately 1,875 feet upstream of the confluence; replacement <br />of an 8-foot-diameter culvert with a 40-foot span, 14-foot-wide bridge approximately 2,729 feet upstream <br />of the confluence; and construction of a grass-lined channel from approximately 2,196 feet upstream to <br />approximately 3,900 feet upstream of the confluence. This request follows up on a Conditional Letter of <br />Map Revision issued on March 18, 1993. <br /> <br />All data required to complete our review of this request were submitted with letters from Mr. Belau. <br />Because this Letter of Map Revision (LOMR) is based on a detailed hydrologic or hydraulic study <br />conducted by a Federal, State, or local agency to replace an approximate study conducted by FEMA, fees <br />were not assessed for the review. <br /> <br />We have completed our review of the submitted data and the flood data shown on the effective FIRM and <br />FIS report. We have revised the FIRM and FIS report to modify the elevations, floodplain boundary <br />delineations, and zone designations of the flood having a I-percent chance of being equaled or exceeded <br />in any given year (base flood) along the revised reach of Sulphur Creek.
