High velocity flows through <br />Breckenridge could erode stream banks, thereby threatening the <br />foundations of buildings and bridge abutments, and creating <br />hazards to curious spectators. Cold nights during the early <br />part of the runoff season cause streets, subject to shallow <br />flooding, to become glazed ice. Sewage, garbage and other <br />organic materials carried or deposited by floodwater create <br />hazards to health. Serious problems could result in providing <br />emergency medical, fire and law enforcement services to areas <br />isolated by floods. <br /> <br />FLOODED AREAS AND FLOOD DAV~GES <br /> <br />The areas along the Blue River through the town of Brecken- <br />ridge that would be inundated by the Intermediate Regional and <br />the Standard Project Floods are shown on Plates 3 through qt. <br />Plate 2 is an index map showing the relative location of the <br />plates within the town of Breckenridge. <br /> <br />Flooding along the Blue River generally parallels the river <br />in a wide band occupying low lying areas and adjacent flat <br />lands. The Intermediate Regional Flood for the most part is_con- <br />fined to the present Blue River channel." ~ocalized flo,~~~,~'[l: ''71.0'' <br />will occur, however, at four crossings. The crossing at the <br />Broken Lance Road (upstream) will barely pass the Intermediate <br />Regional Flood, however, the Broken Lance Road (downstream) <br />crossing will not pass the flood and localized flooding occurs. <br />Flood waters return to the Blue River channel after the Broken <br />Lance (downstream) crossing, stay in the channel and are passed <br />through each succeeding cr~ssing until the Watson Street <br />crossing is reached. At this point, the capacity of the single <br />culvert is not enough to pass the entire flood. Localized <br />flooding again occurs with flood waters spreading to Colorado <br />State Highway No.9. At this crossing, several residences and <br />commercial buildings are inundated by the flood waters. The <br />flows return to the Blue River channel immediately downstream <br />of the crossing and the flood stays in the channel for the rest <br />of the reach through the town.
