<br />, <br /> <br />The next year the Pueblo Conservancy <br />District was organized. The river channel <br />was rerouted beneath the bluffs to the south <br />and huge levees were constructed to hold the <br />flow of the stream. The route of Fountain <br />Creek was left unchanged. <br /> <br />The following quotes were published in the <br />Pueblo Chieftain (June 4, 1994) and were <br />taken from Joanne Dodds' upcoming book, <br />"They All Came to Pueblo: A Social <br />History_" Mrs. Dodds believes the 1921 <br />flood was probably the most significant <br />event in shaping the future of Pueblo_ The <br />community used the flood as a learning <br />experience_ They moved the hospital north, <br />completely away from the floodplain, for <br />example. <br /> <br />I" <br /> <br />"A region a mile wide was buried <br />under a swishing, swirling mass of <br />muddy water, averaging 12 feet in <br />depth. Then the lights all over the <br />city went out. " <br /> <br />l~ <br />I <br /> <br />"A husband and wife took refuge in <br />a tree. "Holding his wife in his <br />arms, he shouted again and again <br />for help.
