<br />. <br /> <br />. <br /> <br />. <br /> <br />INTRODUCTION <br /> <br />Purpose and Scope <br />This Floodplain Information Report (FIR) was prepared to provide the Town of Wiley with <br />information on approximate 100-year floodplain limits for the Wiley Drainage Ditch within the <br />incorporated portions of the town. Wiley joined FEMA's National Flood Insurance Program in <br />1995 after two major floods that occurred during that same summer. The Town did not have any <br />official floodplain mapping that could be used for floodplain regulation, flood insurance, land use, <br />or planning purposes at that time, Subsequently, FEMA published a Flood Insurance Rate Map for <br />Wiley on October 6, 2000 showing approximate Zone A flood prone areas along the Wiley <br />Drainage Ditch. <br /> <br />This FIR includes: <br /> <br />1. Authorization for the report and its purpose and scope; <br /> <br />2, Study area description including information on the community, the watershed, flood history <br />and flooding problems, previous studies and projects, and community response to the CWCB <br />designation and approval process; <br /> <br />3, Description of hydrologic and hydraulic information; <br /> <br />4, Floodplain management information; and <br /> <br />5, Approximate 100-year floodplain mapping. <br /> <br />Authorization <br />The CWCB has certain statutory responsibilities relating to the development of floodplain <br />delineations studies and the designation and approval of flood water runoff channels or basins as <br />follows: <br /> <br />... "to devise and formulate methods, means, and plans for bringing about the greater <br />utilization of the waters of the state and the prevention of flood damages therefrom, and to <br />designate and approve storm or floodwater runoff channels or basins, and to make such <br />designations available to legislative bodies of cities and incorporated towns, to county <br />planning commissions, and to boards of adjustment of cities, incorporated towns, and <br />counties of this state"..., Section 37-60-106(1)(c) of the Colorado Revised Statues (CRS). <br /> <br />Following written or verbal approval of this floodplain information by the Town of Wiley, the <br />CWCB will designate and approve this report and the FIRM at a regular Board meeting. <br />Designation and approval of the floodplain information will provide a means for the community to <br />better implement its floodplain management program. <br /> <br />1 <br />
