<br />(3.) Description of Flooding Commentary <br /> <br />The most important tool in hazard mitigation planning is a community map that shows the <br />community's public facilities, other critical facilities such as hospitals, important utilities, and the <br />limits of the lOO-year floodplain. <br /> <br />If a map for the entire community has not been developed, we will assist you in developing a map <br />for this planning effort and future planning efforts. It is important that the map include all the <br />flood prone areas of the community, not just the areas flooded in 1993. <br /> <br />A community street map should be used as a "base map" to develop a hazard mitigation planning <br />map. If a more detailed map is available, such as a parcel map for the entire community or an <br />aerial photograph, then the more detailed map should be used as the base map. <br /> <br />The following are items that should be clearly identified on the base map: <br />CityNillage Hall and ESDA facility <br />Police Station <br />Fire Station <br />Water Treatment Plant <br />Sewage Treatment Plant <br />Water Tower <br />Electrical Stations <br />Pumping Stations <br />Schools <br />Major highways or roadways <br />Bridges <br />High hazard facilities <br />Potential hazard facilities <br />Next the lOO-year floodplain limits should be delineated on the base map. The floodplain limits <br />can be approximated from the community FIRM map. <br /> <br />For most western Illinois communities declared in the 1993 Disaster, the 1993 flooding of the <br />Mississippi and Illinois rivers was the largest flood of record, The limits of the 1993 flood should <br />also be delineated on me base map and labeled as such. <br /> <br />Of the public and critical facilities identified on the map, make a list of those that were damaged <br />in the 1993 flood and/or are in the lOO-year floL.iplain. Determine the lOO-year flood elevation <br />at these facilities by looking to the Flood Insurance Study flood profiles or use the "River States <br />in Illinois: Flood and Damage Data," May 1994 prepared by the Illinois Depamnent of <br />Transportation, Division of Water Resources. <br /> <br />Count/estimate the number of homes and the number of businesses located in the lOO-year <br />floodplain. <br /> <br />Count/estimate the number of homes and the number of businesses damaged in the area that <br />flooded in 1993. <br /> <br />10 <br />
