<br />A-8 <br /> <br />Wright-McLaughlin Engineers <br /> <br />Page 13 <br /> <br />Oct;ober 27, 1972 <br /> <br />In ,this connection, we ,,-'QuId strongly sugges"t that the <br />district make available to the railroad and to the State <br />Highway Department your conclusion that these structures are <br />inadequa'te for a hundred year flood, and "that serious damage <br />to downs'tream landowners may result, We would further sug- <br />gest tha't this notice be given by a means which includes a <br />return receipt or some similar evidenoe of delivery which <br />can be kE~pt in the district's files. We also sug,.rest that <br />the Board of County Commissioners of Adams County be put <br />on notic(~ that a potential problElm exists, so that: they may <br />take it into account in their zoning :regulations, if they <br />wish to do so. <br /> <br />In 1:his connection we would make the further suggestion <br />that if this alternative is adopt:ed, '::he district carefully <br />preserve all information developE!d by you tending to show <br />that the adoption of this alternative does not create a <br />greater hazard than presently exists '::0 any downstream land- <br />owner or resident. <br /> <br />As indicated by the study, it is anticipated that <br />continued development of the basin will increase 1:he amount <br />of runoff, thus increasing the amount of flooding which <br />can be expected from a storm of a given magnitude. We are <br />aware that the exact amount of increased flooding is prob- <br />ably not completely determinable, and thai: some margin for <br />error must be recognized. Nevert;heleils, if Alternative No. <br />1 is adopted, every possible precaution should be taken to <br />insure that the estimates of future flooding are as accurate <br />as possible, so that all potentially flooded areas are with- <br />in the area zoned as flood plain. <br /> <br />ALTImNATIVE NO.2: Alternative No. 2 contemplates the <br />use ortIle natural drainway, in much t,he same way as Al terna- <br />tive No.1, but provides for reduction of present flood dam- <br />age hazards by selective structural development, primarily <br />at points of intersection with roadways. <br />
