<br />SECTION IX <br /> <br />FINANCING STRATEGY <br /> <br />The financing of the flood plain management Imple,mentatlon included <br />In this master plan Is a complex matter. It should not be left to the <br />engineer or administrator who thinks primarily in terms of bond issues <br />and increased property taxes. The most sIgnificant forward steps can be <br />made on the implementation of this project '",ith vo!Iry I ittle money involved. <br /> <br />In essence, implementation will Includ,e the following major steps: <br /> <br />1. Designation of the Big Dry Creek Flood Plain by the Colorado Water <br />Conservation Board in accordance with State Statutes and procedures <br />which are well defined and understood. <br /> <br />2. Adoption by the local governmental entitles Involved of the Flood <br />Plain Regulation of the Urban Drainage and Flood Control DistrIct. <br /> <br />3. Local overlay zoning of the flood plain by the City of Westminster <br />and the Counties of Jefferson and Adams, This will not change basic <br />zoning of the land. <br /> <br />4. Construction of channel control str'uctures and lo~r flow eros ion pro- <br />tection devices on a pay-as-you-go basis over the next ten years, <br />generally keeping pace with the rate of urban deve,Jopment. <br /> <br />5. Construct the two short reaches of channel improvElments where specific <br />problems exist as called for by the local entities. <br /> <br />6. Insure that the State Highway Department County Road Works, developers <br />and municipalities construct new bridges and culverts in accordance <br />with this prel imlnary des ign. <br /> <br />The overall cost of Implementing this master plan, exclusive of <br />brIdge and culvert construction assocl<lted with nE'W roads and hIghways <br />and rebui It roads and highways Is approximately $;~26,()00. This represents <br />approximately $ll~OOO per mile. <br /> <br />It Is the recommendation of your engineering consultants that this <br />work be undertaken on a pay-as-you-go basIs. After re1viewing funding <br />sources available, the character of the basin, and noting that a portion <br />of the low flow eros ional problem wI I I be a result: of Increased develop- <br />ment, it has been concluded that a developer's dr.r1nage improvement service <br />charge be Initiated for each equivalent residential unit constructed in the <br />drainage basin downstream from Standley Lake, and downstream from Great <br />Western Reservoir.
