Attention of Bidders is particularly called to the requirements con- cerning the payment of not less than the prevailing wage and salary rates specifi ed in the Contract Documents and the condi ti ons of employment with respect to certain categories and classifications of emp 1 oyees. b. The rates of pay set forth under GENERAL CONDITIONS are the mi nimums to be pai d duri ng the 1 ife of the Contract. It is therefore the responsibil i ty of Bi dders to inform themsel ves as to Davi s-Bacon requi rements as well as to the 1 oea 1 1 abor conditi ons such as the length of work day and work week, overtime compensation, health and welfare contributions, labor supply and prospective changes or adjustments of rates. B. EQUAL EMPLOYMENT OPPORTUNITY Attention of Bidders is particularly called to the requirement for ensuring_ that employees and applicants for employment are not discriminated against because of their race, color, rel igion, sex, 01' national origin. The Contractor will be requi red to take aff-i rmat-i ve acti on to ensure that employees and applicants for employment are not discriminated against. C. "SECTION 3" COMPLIANCE IN THE PROVISION OF TRI\INING, EMPLOYMENT AND BUSINESS OPPORTUNITIES Attention of bidders is particularly called to the so.-called Section 3 provisions which require that, to the greatest extent feasible, opportunities for training and employment be given to lower-income residents of the project area and contracts for work in connection with the project be awarded to busi- ness concerns which are located in or owned in substantial part by persons residing in the project area. 1-7
