The flood threat of 1985, 86, and 87 demonstrated the need for the implementation of <br />flood mitigation measures for the community of Alamosa. <br /> <br />In response to the Rio Grande flood risk, a partnership among many interests -local, state, and <br />federal government agencies, and concerned citizens - was formed for the implementation of <br />flood protection measures for the community of Alamosa, which includes City and County lands <br />and property. <br /> <br />Many meetings and hearings were conducted in the formulation of an acceptable project. The <br />project's goal was to develop a project that will provide flood conveyance, lOa-year flood <br />protection, and maintain the natural appearance of the river throughout the floodplain, <br /> <br />The Board fully supports the Alamosa Local Protection Project. The Corps of Engineers has <br />been very cooperative with the non-federal interests in the formulation of the project features that <br />will address local concerns. The Board appreciates their kind consideration of these local and <br />State concerns, <br /> <br />I understand that an additional concern exists regarding the wetlands that will be created from <br />the excavation within the designated borrow pit area. These new wetlands will be a benefit to <br />the community because of the new habitat opportunities. <br />
