In a letter dated October 5, 1999,
Mr, Frank Casteleneto, City Engineer, Public Works Deparbnent, City of Thornton, requested that FEMA
reissue a Letter of Map Revision (LOMR) dated July 25, 1995 (Case No. 95..o8-l53P), that was superseded
when the FIRM for Adams County, Colorado and Incorporated Areas became effective on August 16,
1995. The July 25 LOMR reflected the results of a revised hydraulic analysis that incorporated the effects
of channel modifications along Big Dry Creek from the corporate limits of the City of Thornton at
East 136th Avenue to the corporate limits just downstream of Interstate Highway 25 (1-25)_

All data required to complete our review of this LOMR request were submitted with letters from
Mr. Casteleneto, Because this revision request is for reissuance of a superseded LOMR, no fees were
assessed for the review.

We have revised the FIRM and PIS report to modify the elevations and floodplain and floodway boundary
delineations of the flood having a I-percent chance of being equaled or exceeded in any given year (base
flood) along Big Dry Creek from the corporate limits of the City of Thornton at East 136th Avenue to the
corporate limits just downstream of 1-25. As a result of the modifications, the base flood elevations (BFEs)
increased and decreased along the revised reach of Big Dry Creek, and the widths of the Special Flood
Hazard Area (SFHA), the area that would be inundated by the base flood, and the regulatory floodway
decreased. The SFHA boundary delineations shifted slightly just upstream of East 136th Avenue. No
insurable structures were affected by the increases in BFE or shift in the SFHA. All affected property
owners were notified before the July 25 LOMR was issued. The modifications are shown on the enclosed
annotated copies of FIRM Panel(s) 0800lC0030 G and 0800lC0036 G, ProfIle Panel(s) 13P, and affected
portions of the Sununary of Discharges Table and Floodway Data Table, This LOMR hereby revises the
above-referenced panel(s) of the effective FIRM and the affected portions of the PIS report, both dated
August 16, 1995.
