<br />WHEREAS, the approximate floodplain delineations prepared by the Colorado Water <br />Conservation Board and included in said FIR reflect flood control and drainage improvements that <br />were constructed for the Town of Otis in accordance with the specific technical recommendations <br />and designs prepared by NUL and the CWCB and the reduction in flood hazards in Otis and <br />immediately adjacent areas of unincorporated Washington County that resulted from said <br />construction; and <br /> <br />LOCAL REOUEST FOR OFFICIAL ACTION <br /> <br />WHEREAS, the Town of Otis, Colorado has requested technical assistance from the <br />Colorado Water Conservation Board to analyze and revise the flooding sources and lOG-year <br />floodplain delineations within the corporate limits of Otis; and <br /> <br />WHEREAS, the Town of Otis, Colorado, has requested the Colorado Water Conservation <br />Board to take official action on the map dated August 19, 1985 and to designate and approve the <br />approximate floodplains set forth in the aforesaid new report dated May 1999; and <br /> <br />C.R.S AUTHORITY <br /> <br />WHEREAS, Section 37-60-106(l)(c), Colorado Revised Statutes, requires the Colorado <br />Water Conservation Board to assist in the prevention of floods and flood damages therefrom; and <br /> <br />WHEREAS, Sections 31-23-301 and 30-28-111, Colorado Revised Statutes, provide that <br />legislative bodies of local jurisdictions may provide zoning regulations for land uses on or along <br />any storm or floodwater runoff channel or ba~in only after designation and approval by the <br />Colorado Water Conservation Board; and <br /> <br />WHEREAS, Section 37-60-106(1)(c), Colorado Revised Statutes, directs the Colorado <br />Water Conservation Board to designate and appnJVe storm or floodwater runoff channels or basins <br />and to make such designations available to legislative bodies of local jurisdictions; and <br /> <br />COMPLIANCE WITH CWCB TECHNICAL STANDARDS <br /> <br />Hvdroloe:ic Compliance <br />WHEREAS, the hydrology information for the approximate floodplains for the <br />drainageways in said new report with included mapping has been estimated using detailed <br />hydrologic techniques that are in accordance with the"Rules and Regulations for the <br />Designation and Approval of Floodplains and of Stonn or Floodwater Runoff Channels in <br />Colorado" (2 CCR 408-1); and <br /> <br />o <br />.) <br />
