WHEREAS, a procedure for determining hydrology information in the City of Broomfield
for approximate the approximate floodplains as listed in Table 3 has not been established by the
CWCB; and those floodplain areas may not be designated as approximate floodplain information
without a procedure for estimating lOO-year peak flows, and therefore the local government should
require that a detailed hydrologic and hydraulic study be performed by a professional engineer and
submitted by the developer or the development proponent prior to any floodplain development in
those cases; and

DESIGNATION AND APPROVAL ACTION
NOW, THEREFORE, BE IT RESOLVED by the Colorado Water Conservation Board in
regular meeting assembled in Durango, Colorado, this 24th day of May 1999, that it does hereby
designate and approve as approximate information the storm or floodwater runoff channels or
basins within the City of Broomfield described by floodplain delineations in said report dated
September 30,1997; and

BE IT FURTHER RESOLVED by the Colorado Water Conservation Board that it does
hereby designate and approve as approximate floodplain information the floodplain delineation
within the City of Broomfield, in said report dated September 30, 1997, that does not meet the
criteria for the "Board's Rules and Regulations for the Designation and Approval of Floodplains
and of Storm or Floodwater Runoff Channels in Colorado" (2 CCR 408-1), contingent upon the
understanding that the City of Broomfield will regulate that approximate floodplain on a case-by-
case basis, subject to a detailed hydrologic analysis that is to be performed by a registered
professional engineer and submitted by the developer or development proponent; and

BE IT FURTHER RESOLVED that the Secretary of the Board is directed to send a
certified copy of this resolution to the City of Broomfield; the Board of County Commissioners of
Boulder, Adams, Jefferson, and Weld Counties; the Colorado Office of Emergency Management;
and the Federal Emergency Management Agency, Region 8.

CERTIFICATE

I certifY that the foregoing is a true and correct copy of a resolution adopted by a majority
vote of the members of the Colorado Water Conservation Board in regular session assembled at
Durango, Colorado, on the 24th day ofM at which a quorum was present.

U~

Peter H.
