A number of these studies have contained
significant errors or have not been compatible with previous studies
designated by this board. These errors and discrepancies have
occurred despite the statement in the r'eports (Sec. 6.0) that the
FIA studies have been coordinated with, and are compatible with,
previous studies. with numerous flood insurance studies being
prepared throughout Colorado, the Water Conservation Board staff
cannot check the accuracy nor the compatibility of FIA studies with
previously designated studies.

Because the designation of the lOO-year water surface elevations
and profiles, or the redesignation of revised studies, is a legal
requirement in Colorado before a local government can legally enforce
floodplain regulations, designation of incorrect elevations and
profiles, or the lack of designation of revised studies, may cause
serious legal prOblems. Designation of floodplain information
studies prepared or sponsored by the Colorado Water Conservation
Board is generally based on a request by the local government for
whom the study is prepared.

To avoid potential legal problems with the designation of
flood insurance studies, the Colorado Water Conservation Board will
require that, in addition to the request for designation from the
local government, the Federal Insurance Administration formally
request the designation, or redesignation of all future flood insur-
ance studies. The request shall include only the title of the flood
,.insurance study for new studies.
