PREVIOUS ACTION AND RELATED STUDIES <br /> <br />1. The Work Project Administration (WPA) during the 1930's installed a <br />rock lined subsurface drain parallel to the east side of Highway <br />159, running from 4th Street to Culebra Creek upstream of the old <br />highway bridge. <br /> <br />2. SCS compl eted a field examination of the San Luis watershed in <br />February 1976 in conjunction with the USDA Study of the Rio Grande <br />Basin in Colorado. The SCS report recommended that a PL-6 watershed <br />project be considered for flood protection purposes. Planning <br />authorization was obtained in 1978 and detailed planning activities <br />continued until 1979. <br /> <br />3. Due to the possibility of flooding as a result of snow melt from the <br />heavy snowpack in the mountains east of San Lui s, the U. S. Army <br />Corps {If Engineers, acti ng under emergency measures, constructed a <br />levee along the east side of San Luis in 1979. <br /> <br />4. Upon completion of construction of the levee, SCS abandoned the PL-6 <br />project, as they believed that construction of the levee had <br />accomplished the original SCS objective. <br /> <br />5. On August 20, 1987, CWCB pub 1 i shed a Reconai ssance Report outl ini ng <br />the surface and subsurface flooding problems in the Town of San <br />Luis, outlining the history of the problem, previous actions taken <br />and recommending that a master drainage study be prepared. <br /> <br />-5- <br />
