The project will also provide a more desirable level <br />of treated water storage for fire flow reserve and domestic supply in the event of <br />interruption of raw water delivery to the treatment plant. <br /> <br />2. How were the cost estimates arrived at? Have preliminary architectural/engineering <br />studies been completed? What additional design work must still be completed? Use <br />the "Physical Improvements Cost Estimate Worksheet" attached at the end of this <br />section, for projects involving structures other than single-family housing.) <br /> <br />The cost estimates have been prepared by the City's consulting engineer, GMS, Inc. <br />Previous work on the water transmission line has provided a background for cost <br />estimaling for the remaining work. Aerial photography was acquired for the subject <br />segment of the pipeline when the project was first started in 1987 and has been used to <br />estimate quantities. Current quotations by material suppliers have been incorporated <br />into the cost estimate given in the attachment. Recent bid prices for welded steel water <br />storage tanks have been utilized by the City's consulting engineer to determine the <br />proposed cost of Ihis installation. Preliminary architectural/engineering studies have not <br />been completed on the water storage tank although very preliminary schematic level <br />design analysis has been accomplished in order to reach the nominal desired capacity. <br /> <br />Preparation of installation drawings and bid forms for the materials remains to be <br />accomplished for the water transmission line. Finalization of the design documentation, <br />construction drawings and specifications for the water storage tank remain to be <br />completed. <br /> <br />Have you included Davis-Bacon wage rates in preparation of your cost estimates? <br />YesL No_ If no, why not? <br /> <br />3. Describe any in-kind contributions by type and value in support of this project. <br /> <br />The major contribution to this project by the City of Cripple Creek will be the <br />installation of the transmission line proposed in this project. There is 7,200 lineal feet <br />of pipeline remaining to be installed. The City demonstrated its capability to <br />accomplish this work in a satisfactory fashion by completing that portion of the 1987 <br />CDBG project with materials purchased with CDBG funds. The City will rent the <br />necessary equipment which it does not presently have and will utilize City staff for labor <br />and equipment operation. It is proposed that the City will support the cost of project <br />administration with in-kind services provided by the City Clerk and by contracted <br />services with its consulting engineer and attorney. <br /> <br />Was the cash value of the in-kind contributions calculated into the Project Budget <br />(B.
