Heil <br />Mayor, City of Westminster <br />4800 92nd Avenue <br />Westminster, Colorado 80030 <br /> <br />Community: City of Westminster, Colorado <br />Community No.: 080008 <br />Panels Affected: 0001 Band 0004 B <br />Effective Date of S E P 0 5 1997 <br />This Revision: <br /> <br />102-I-A-C <br /> <br />Dear Mayor Heil: <br /> <br />This responds to a request that the Federal Emergency Management Agency (FEMA) revise the effective Flood <br />Insurance Rate Map (FIRM) and Flood Insurance Study (FIS) report for your community, in accordance with Part <br />65 of the National Flood Insurance Program (NFIP) regulations. In a letter dated January 6, 1997, Mr. Gary W. <br />Behlen, P.E., City Engineer, City of Broomfield, requested that FEMA revise the FIRM and FIS report dated <br />September 28, 1990, for the City of Broomfield, Colorado, to reflect updated topographic data and to incorporate <br />the flood hazard information for Big Dry Creek from the FIS report dated May 17, 1993, for the City of <br />Westminster, Colorado. This Letter of Map Revision (LOMR) will provide contiguous flood hazard information <br />for the Cities of Westminster and Broomfield. <br /> <br />All datl\ required to complete our review of this request were submitted with letters from Mr. Behlen; Ms. Ann K. <br />Woods, P.E., Carroll & Lange, Inc.; Mr. David W. Loseman, P.E., L.S., Senior Projects Engineer, City of <br />Westminster; and Mr. Charles G. Swanson, P.E., City Engineer, City of Broomfield. <br /> <br />We have completed our review of the submitted data and the flood data shown on the effective FIRM and FIS <br />report. We have revised the FIRM and FIS report to modify the elevations and floodplain and floodway boundary <br />delineations of the flood having a I-percent chance of being equaled or exceeded in any given year (base flood) <br />along the revised reach of Big Dry Creek from approximately 2,270 feet downstream of 120th Avenue to <br />approximately 130 feet downstream of Zuni Street. As a result of the modifications, the base flood elevations <br />(BFEs) for Big Dry Creek increased in some areas and decreased in other areas; the width of the Special Flood <br />Hazard Area (SFHA), the area that would be inundated by the base flood, increased in some areas and decreased <br />in other areas; and the width of the regulatory floodway increased in some areas and decreased in other areas. <br />The modifications are shown on the enclosed annotated copies of FIRM PaneI(s) 0001 Band 0004 B, Profile <br />Panel(s) 05P through 08P, and affected portions of the Floodway Data Table. This LOMR hereby revises the <br />above-referenced paneI(s) of the effective FIRM, both dated September 30, 1988, and the affected portions of the <br />FIS report dated April 2, 1997 (supersedes FIS report dated May 17, 1993). <br /> <br />"~::~ <br /> <br />Because this revision request also affects the City of Broomfield, a separate LOMR for that community was issued <br />on the same date as this LOMR. A portion of the area affected by this revision is shown on the effective FIRM <br />for Adams County, Colorado and IncOlporated Areas. This area, shown in Adams County, has been annexed into <br />the City of Westminster. Since changes in the annexed area are reflected on revised FIRM Panel 0001 B for the <br />City of Westminster, we have not revised FIRM for Adams County, Colorado and Incorporated Areas. <br />
