INTRODUCTION

Purpose and Scope
This Floodplain Infonnation Report (FIR) was prepared to provide supporting documentation for
the approximate IOO-year floodplain boundaries shown in the Town of Hot Sulphur Springs
FHBM, dated October 17, 1975. The FHBMs were prepared using approximate floodplain
mapping techniques and engineering infonnation was not provided by FEMA to support the
delineations. This FIR provides limited engineering infonnation to fulfill that need. In addition,
the report has identified and defined approximate floodplains for areas of the town that were not
included in the original FHBM.

This FIR includes:

1. Authorization for the report and its purpose and scope;

2. Study area description including infonnation on the communities, the watershed, and any
known flooding history/flooding problems

3. Description of hydrologic and hydraulic infonnation; and

4. Floodplain management program.

Authorization
The CWCB has certain statutory responsibilities relating to the designation and approval of
floodwater runoff channels or basins as follows:

... "to devise and fonnulate methods, means, and plans for bringing about the greater
utilization of the waters of the state and the prevention of flood damages therefrom, and
to designate and approve stonn or floodwater runoff channels or basins, and to make such
designations available to legislative bodies of cities and incorporated Counties, to County
planning commissions, and to boards of adjustment of cities, incorporated Counties, and
counties of this state"... Section 37-60-I06(\)(c) ofthe Colorado Revised Statues (CRS).

A CWCB designation and approval of current floodplain infonnation is needed for the Town of
Hot Sulphur Springs, Grand County, Colorado. The CWCB has prepared this FIR as a means of
designating the Town of Hot Sulphur Springs' FHBMs so that the communities can better
implement its floodplain management program.
