1.3 Coordination

In July 1977, the U.S. Army Corps of Engineers, Albuquerque District,
published a Flood Plain Information report for the Cucharas River
and its tributaries, in the City of Walsenburg (Reference 1). On
July 17, 1985, FEMA decided that the report should be used in preparing
a Flood Insurance Study for the City of Walsenburg.

The final community coordination meeting was held on October 29, 1985,
and attended by representatives of FEMA and the community. No
significant problems were raised at that meeting.

2.0 AREA STUDIED

2.1 Scope of Study

This Flood Insurance Study covers the incorporated areas of the
City of Walsenburg, Huerfano County, Colorado. The area of study
is shown on the Vicinity Map (Figure 1).

The potential flooding sources within the corporate limits of walsenburg
~1 are the Cucharas River, Bear Creek, and the North Walsenburg Flood
Control Dam Overflow.

Flooding caused by the Cucharas River was studied in detail from
approximately 0.5 mile downstream to approximately 3.1 miles upstream
of U.S. Interstate 25. Bear Creek was studied in detail from its
confluence with the Cucharas River to approximately 0.1 mile upstream
of U.S. Highway 160. The North Walsenburg Flood Control Dam Overflow
was studied in detail from the emergency spillway of the dam to
approximately 460 feet southwest of Walsen Avenue, extended along
the North Walsenburg Ditch. Flooding from this source overtops
the south levee bank of the ditch slightly upstream of Champa Avenue,
and flows south through the city.

The areas studied by detailed methods were selected based on the
extent and validity of available hydrologic and hydraulic data.

The Cucharas River, downstream of the limit of detailed study, was
studied by approximate methods.

Approximate analyses were used to study those areas having a low-
development potential or minimal flood hazards.

~

2.2 Community Description

walsenburg is located in east-central Huerfano County, in south-
central Colorado. It is near U.S. Interstate 25, approximately 49
miles south of Pueblo and 37 miles north of Trinidad. The area is
situated in the foothills of the Sangre de Cristo Mountain range
at an elevation of 6,182 feet.

<

.

2

!

I
