,
,

No summary sheets were prepared for No. Weir and So. Wcir Gulches
as potential flood damage is relatively low and plausible alter-
natives obviously could not be justified based on the benefitl
cost analysis theory.

SELECTION PROCESS

In nearly every case, the basic reason for selecting the 10 year
storm frequency as the design frequency was to achieve the maximum
amount in benefits for the minimum cost. This is the same as
maximizing the benefit/cost ratio. In every case the most
inexpensive alternative was selected except for two reaches on
Weir Gulch in Denver, as discussed in the previous section.

In only one instance was the benefit/cost ratio greater than
one. This, of course, was to be expected as was discussed in
the Section IV on the Benefit/Cost Analysis. Overall, the b..nefit/
cost ratio for Weir Gulch was 1.13 and for Sanderson Gulch (not
including NO. Sanderson) was 0.83.

RECOMMENDED ALTERNATIVES

The recommended alternatives which came out of the Phase A study
and which were selected for more detailed analysis arc presented
in the summary reports prepared by the Urban Drainage and Flood
Control District, entitled "Recommendation for Improvements to
Sanderson and No. Sanderson Gulches" dated April 18, 1972 and
"Recommendations for Improvements to North Weir iJ.nd South Weir
Gulches" dated May 16, 1972. The"" recommendations were approved
by the Board of Directors of the Urban Drainage and Flood Control
District.

'J'h<:> Phase A reco!l1m'!'ndations havf' basicillly b..en inroTprH'at.." into
thA Ma~ter Plan ~~ TAcomm..ndf'd, with only a few revisions. On
Sanderson Gulch an additional culvert was installed at Arkansas
to lower the frequency of flooding of houses along Florida AVe.
Also, revisions were made to the Green Gables Golf Course
entrance road which were not anticipated in Phase A. This was
a result of discrepancies in the 5 foot contour interval mapping.
On Weir Gulch, the Federal Blvd. Detention Pond was considered
and found feasible for additional detention. These revisions
from the origLnal recommendations arc discussed in more detail
in Section VIII.

-79-
