. I. INTRODUCTION This flood hazard mitigation feasibility report was prepared for the Town of Frisco by the Colorado Water Conservation Board (CWCB). Initiation of this study commenced following a written request from the Town of Frisco which was made because of high water levels in Tenmile Creek during June of 1995. The high water resulted from a rainfall on a snowmelt runoff which occurred on June 17, 1995 within the Tenmile Creek watershed. In addition, a portion of the subdivision known as "River Pines" is within the lOO-year floodplain of Tenmile Creek according to the latest Flood Insurance Study (FEMA, November 1994) for the Town of Frisco. The "River Pines" subdivision was not shown as being in the lOO-year floodplain according to the previous Flood Insurance Study (FEMA, November 1979). The Town of Frisco is very interested in completing channel capacity improvement project on Tenmile Creek which will remove the "River Pines" subdivision from the lOO-year floodplain. An old chute channel of Tenmile Creek runs through the subdivision. According to Section 37-60-106(l)(c) of the Colorado Revised Statutes, the Colorado Water Conservation Board has the power and duty: . "... to devise and formulate methods, means and plans for bringing about the greater utilization of the waters of the state and the prevention of flood damages therefrom and to designate and approve storm or floodway runoff channels or basins, and to make such designations available to legislative bodies of cities and unincorporated towns; to county planning commissions; and to boards of adjustments of cities; incorporated towns; and counties of this state..." II. PURPOSE AND SCOPE The purposes of this feasibility study are to evaluate the Tenmile Creek lOO-year floodplain in Frisco between Highway 9 and 4th Avenue; to investigate alternative solutions to the problem; and to prepare preliminary designs, construction cost estimates, and a project report for the recommended "plan of improvement." The information developed for this study will be used by Town officials to assist in the selection of flood mitigation measures for the implementation of a recommended "plan of improvement," and to help secure project funding for the construction of the improvements. The scope of the study includes the following items: . I. Meet with Town officials and other public officials to obtain background information.
