<br />. <br /> <br />I. <br /> <br />INTRODUCTION <br /> <br />This flood hazard mitigation feasibility report was prepared for the Town of Frisco by the <br />Colorado Water Conservation Board (CWCB). Initiation of this study commenced <br />following a written request from the Town of Frisco which was made because of high <br />water levels in Tenmile Creek during June of 1995. The high water resulted from a <br />rainfall on a snowmelt runoff which occurred on June 17, 1995 within the Tenmile Creek <br />watershed. In addition, a portion of the subdivision known as "River Pines" is within the <br />lOO-year floodplain of Tenmile Creek according to the latest Flood Insurance Study <br />(FEMA, November 1994) for the Town of Frisco. The "River Pines" subdivision was not <br />shown as being in the lOO-year floodplain according to the previous Flood Insurance <br />Study (FEMA, November 1979). The Town of Frisco is very interested in completing <br />channel capacity improvement project on Tenmile Creek which will remove the "River <br />Pines" subdivision from the lOO-year floodplain. An old chute channel of Tenmile Creek <br />runs through the subdivision. <br /> <br />According to Section 37-60-106(l)(c) of the Colorado Revised Statutes, the Colorado <br />Water Conservation Board has the power and duty: <br /> <br />. <br /> <br />"... to devise and formulate methods, means and plans for <br />bringing about the greater utilization of the waters of the <br />state and the prevention of flood damages therefrom and to <br />designate and approve storm or floodway runoff channels <br />or basins, and to make such designations available to <br />legislative bodies of cities and unincorporated towns; to <br />county planning commissions; and to boards of adjustments <br />of cities; incorporated towns; and counties of this state..." <br /> <br />II. <br /> <br />PURPOSE AND SCOPE <br /> <br />The purposes of this feasibility study are to evaluate the Tenmile Creek lOO-year <br />floodplain in Frisco between Highway 9 and 4th Avenue; to investigate alternative <br />solutions to the problem; and to prepare preliminary designs, construction cost estimates, <br />and a project report for the recommended "plan of improvement." <br /> <br />The information developed for this study will be used by Town officials to assist in the <br />selection of flood mitigation measures for the implementation of a recommended "plan of <br />improvement," and to help secure project funding for the construction of the <br />improvements. <br /> <br />The scope of the study includes the following items: <br /> <br />. <br /> <br />I. Meet with Town officials and other public officials to obtain background information. <br />
