The computed water surface elevations for the effective (existing), revised <br />existing, and proposed conditions HEC-2 runs are presented in table I. <br /> <br />As a general note, the revised existing conditions model shows that the lOO-year flow is <br />fully contained within the main channel from a hydraulic standpoint. However, the flow <br />would not be considered by FEMA to be contained within the main channel from a <br />regulatory standpoint. This is due to the inadequate protection and lack of freeboard <br />provided by the existing "levee" and ground features along the right bank of the creek. <br />Construction of the recommended "plan of improvement" would be required in order for <br />FEMA to consider that the lOO-year flow is contained within the main channel under <br />proposed conditions. <br /> <br />VIII. RECOMMENDED PLAN OF IMPROVEMENT <br /> <br />. <br /> <br />The Colorado Water Conservation Board recommends that the t100d hazard mitigation <br />plan for Tenmile Creek consist of either alternative I or altcrnatJ\"c 2. Basically, the <br />recommended plan consists of construction of a levee system I earth embankment or earth <br />embankment with grouted rock wall) along the right bank of the crcck from station 13+00 <br />to 17+37. The preliminary design (plan sheet, profile sheet. typICal detail sheet, and <br />cross-section sheets) for the recommended plan (alternative I) is presented on plates I <br />through 6. A typical detail for alternative 2 is presented on plate 3a. The cost estimate <br />for the alternative I is presented in table 2 for feasibility evaluation purposes. The <br />quantities, unit costs, and engineering costs presented in table 2 are preliminary. The <br />actual project cost will vary depending on the selected alternative, the final project design <br />quantities, contractor availability and costs, and materials availability and costs. <br /> <br />IX. FINAL DESIGN AND MAP REVISION <br /> <br />This report presents the results of the flood hazard mitigation study that was performed at <br />the request of the Town of Frisco. The recommended "plan of improvement" presented <br />herein appears to be a feasible and cost effective solution for preventing flood damage to <br />residences in the River Pines subdivision. In addition, implementation of the <br />recommended plan will assist the Town in removing the River Pines subdivision from the <br />FEMA regulatory floodplain. <br /> <br />The Town of Frisco will need to acquire the services of a consulting engineering firm <br />should they desire to proceed with the implementation of the recommended plan. Final <br />design drawings and construction specifications will need to be prepared for the project <br />prior to construction. It is imperative that the improvements be designed and constructed <br />to meet the minimum FEMA requirements for flood protection. <br /> <br />. <br /> <br />In addition, a request for a Conditional Letter of Map Revision (CLOMR) will have to be <br />prepared and submitted to FEMA.
