Topics included: <br /> <br />· Problems and Needs, <br /> <br />· Managerial and Operational Aspects, <br /> <br />· Financial Aspects, <br /> <br />· Legal Aspects, and <br /> <br />· Alternatives Analysis. <br /> <br />A professional facilitator was used to keep the meetings on track, to ensure understanding, to <br />elicit questions and discussion, and to survey the members on disagreement or consensus. This <br />report contains the final findings, conclusions, and recommendations ofthe Steering Committee. <br /> <br />The study process (discussed in detail below) included research, analysis, and presentation of the <br />information to the Steering Committee for consideration and evaluation. A web site was <br />maintained and monthly press releases were made. In addition, information was distributed to <br />individuals and managers from entities affected by storrnwater management, including irrigation <br />companies, the BLM, and CDOT.
