<br />. <br /> <br />. <br /> <br />. <br /> <br />EMERGENCY MANAGEMENT TRAINING (EMT) (EMA STAFF MANAGEMENT) <br /> <br />The primary objectives of the Emergency Management Training Program <br />thi s year are to cont i nue to deve lop the profess i ona 1 i sm and <br />productivity of local emergency program managers and to increase <br />the involvement of elected officials in emergency management <br />activities. The EMT program is designed to complement other CCA <br />programs to continue expansion of community emergency response <br />capability. Priority will be given to pOlicy makers, managers and <br />responders focusing on training in the team approach to disaster <br />preparedness, We intend to generate greater pUblic information and <br />educat i on efforts on bus i ness and industry i nvol vement at 1 oca 1 <br />1 eve 1 s. Feedback on the resu 1 ts of tra i ni ng will be sought to <br />ensure both the appropri ateness and effect i veness of train i ng <br />provided. <br /> <br />Attack-related Civil Defense preparedness remains the basis of our <br />EMT program. Our all-hazards approach wi 11 continue to give <br />priority to attack preparedness training and exercising activities <br />in accordance with the national emphasis. Attack preparedness will <br />be addressed in all training activities. EMA funded personnel will <br />complete mandated training activities. <br /> <br />EMT program marketing and recruiting will continue to focus on <br />building interdisciplinary, multi-level community teams. The <br />Developing Volunteer resources course will be presented to add <br />emphasis toth i s resource. The development of more community <br />emergency management councils, and planning and exercise program <br />teams will build this year on the achievements of previous years. <br />Hazardous materials training will be integrated with other training <br />utilizing SARA Title III funds, if available, and instructors as <br />specified in FEMA guidance on this topic. Close coordination will <br />be maintained with other agencies providing any material training <br />to ensure consistency of doctrine and concepts. <br /> <br />The FEMA form 95-5 attached outlines our EMT program. A brochure <br />describing the program is scheduled for wide distribution during <br />the 4th quarter of FY89 to facilitate early application and local <br />program managers' planning. The training activities scheduled <br />satisfy the balanced curricular requirements of the CCA guidance, <br /> <br />The Exercise Assistance Officer will conduct one Exercise Design <br />Course and will continue participation in WEM's to promote the <br />State exercise program. Exercising is increasingly being viewed <br />at local levels as a most effective means of team building as well <br />as an instrument of public education and LEOP evaluation. <br /> <br />During FY90, we plan to have at least one more person become <br />qualified at EMI as course manager for each of the following <br />courses: Introduction to Emergency Management Course, the <br />Emergency Planning Course, and the Exercise Design Course. <br />Additional training resources will be drawn from pUblic and private <br />agencies that offer stable long term participation. State staff <br />and EMA funded staff will provide assistance in training activities <br />
