Presently, direct financial <br />assistance for the performance of floodplain studies is no longer <br />available iran the baaed. <br />Section 30-28-111 C.R.S. for county govemnents and Section 31.23-301 <br />C.R.S. for llltrJicipal governments of the Colorado Revised Statutes, states: <br />The cities, incorporated towns, and CO\J1lties within the study area may <br />provide WIling tegulations: "...to establish, regulate, restrict, and <br />limit such uses on or aloog any storm or floodwater runoff mannel or <br />basin that has been designated and approved by the COloralo Water <br />COf\Servation Board, in order to lessen or avoid the hazards to persons and <br />darnagetopropertyresultiogfrmtheacCUllUlaticnofstoITIlor <br />fl<:>odwaters..." <br /> <br />INTIlODUCTION <br />This flood plain mmugement report was prepared by the U.S. <br />Department of Agriculture, Soil COnservation Service, ir1 cooperation with <br />the Colorado Water COnseNation Board, Tv..m of New castle and Garfield <br />COUlty. Interpretations of th"" flood plain managaoent study and <br />recanmendations to reduce damages are induded, however, it is beyond the <br />scope of this report to provide detailai proposals or plan> to rectify the <br />flooding problems. <br />ObjO;lCtives <br />The objective of this study is to provide flood plain RanagE'l'll6'1t <br />information and mapping to the t~ of New Csstle and Garfield Comty for <br />use in implementing flood plain managanent programs ..tlich will mJ.nimize <br />potential flood losses. Included 1n the report are engineering and <br />hydrologic data which will facilitate the deveiopment of a Hood plain <br />managanent pl.m1, road and bridge designs, and flood control measures (if <br />needed). <br />Authority <br />This study was requested by the town of New castle and Garfield <br />Comty thrC>.lf,h the COiorado Water Conservation Board (CW::B). The C\o.CB is <br />the state coordinator for all flood plain infoUDatton studies and is <br />resp:msible for setting priorities am schedulill'; these studies. The tw:B <br />aUJ the Soil ConservatIon Service entered into a Joint Coordination <br />A,grelJll€nt for flood hazard analyses in Jan\l8.ry 1';172 (revised November <br />1>1711).
