<br />ASFPM Austin 2000 Conference <br />Abstracts & Biographies <br /> <br />1998 Floods in Harris County, Texas <br /> <br />By Andre A. Cadogan, P.E & Wayne W. Crull, P.E <br /> <br />In September, October and November of 1998, Harris County experienced three rainfall events <br />which each produced rainfall totals greater than 10" in some areas over a relatively short period <br />with some areas reporting higher amounts. More than 1800 homes were flooded during these <br />events, many in areas that had no record of historical flooding, Record flood levels were <br />experienced along White Oak Bayou, Cypress Creek and the San Jacinto River. Two disaster <br />declarations by President Clinton covered these three storms in Texas. <br /> <br />The Flood Control District monitored flooding along Harris County's streams and bayous during <br />each of these events, This paper presents a summary of watershed conditions during the events <br />and lessons learned from the events, <br /> <br />Biography <br /> <br />Andre A. Cadogan <br />Mr. Cadogan, P,E, is a Project Manager in the Planning Department of the Harris County Flood <br />Control District. He currently posses over 8 years of engineering experience which includes past <br />organizational tenures with Schlumberger Petroleum Services, The South Florida Water <br />Management District and Dewberry & Davis. Mr, Cadogan posses a B.S, and M,S, in <br />engineering, specializing in Civil Engineering and is an alumni of the University of Florida. Mr. <br />Cadogan is currently licensed as an engineer in the states of Texas, Florida and Virginia, <br /> <br />Wayne W. Crull <br />. Mr.. Cru1I,J>.E.Js,1he_D.epanment Manager focthclnfQon.ation.B.)'stems Departm.ent of the___ <br />Harris County Flood Control District. Mr Crull has worked for the District for over 4 years, <br />which includes an extensive tenure within the Planning Department as a Project Manager. Mr, <br />Crull has worked on numerous types of projects including development of master and regional <br />plans for watersheds, analysis of detention basins and floodplain management studies, Mr. Crull <br />has also acted as the liaison with the Harris County Office of Emergency Management during <br />severe events relating to riverine flooding, Prior to working for the District he worked for the <br />U.S. Army Corps of Engineers performing hydrologic and hydraulic engineering and analysis, <br />Mr, Crull posses a B.S, in Civil Engineering (1989) and a M,S: in Civil Engineering (1995) from <br />the University of Houston, <br /> <br />Page 1 <br />
