Box 236
Calban, Colorado 80808-0236

Community: Town of Calhan, Colorado
Community No.: 080192
Map Panels Affected: 08041C0391 G, 0393 G,
and 0400 G

Dear Mayor Kobilan:

This is to formally notify you of the final flood elevation determination for the Town of Calhan,
El Paso County, Colorado, in compliance with Title 44, Chapter I, Part 67, Section 67.11, Code of Federal
Regulations (CFR). This section requires that notice of final flood elevations shall be sent to the Chief
Executive Officer of the community, all individual appellants, and the State Coordinating Agency, and shall
be published in the Federal Register.

On March 17, 1997, the Federal Emergency Management Agency (FEMA) issued a FIood Insurance Rate
Map (FIRM) that identified the Special Flood Hazard Areas (SFHAs) in your community. Recently, FEMA
completed a re-evaluation of flood hazards in your community. On February 22, 1999, FEMA provided you
with copies of the Flood Insurance Study (FIS) and FIRM that identify existing flood hazards in your
community, including elevations of the flood having a I-percent chance of being equaled or exceeded in any
given year (base flood). The proposed base flood elevations (BFEs) for your community were published in
the Ranchland News, on March 25 and April 1, 1999, and in the Federal Register, at 64 FR 26715, on
May 17, 1999.

The statutory 9O.ctay appeal period, which was initiated on the second newspaper publication date cited above,
has ended. FEMA did /lOt receive any appeals of the proposed BFEs during that time. Accordingly, the BFEs
for your community are considered final. The fiual rule for BFEs will be published in the Federal Register
as soon as possible.

Because the FIS establishing the BFEs for your community has been completed, certain additional
requirements must be met under Section 1361 of the National Flood Insurance Act of 1968, as amended, to
continue participation in the Natioual Flood Insurance Program (NFIP). We have been advised that your
community has expressed a desire to have the revised FIRM for your community published as soon as possible;
therefore, we have set an effective date of August 23, 1999, for the revised FIS and FIRM. This will allow
us sufficient time to print and distribute the revised FIS and FIRM prior to the effective date.
