<br />SECTION 3.0 <br />RFP PDA-0133W-Cherry Crk <br />SCOPE OF WORK <br /> <br />3,1 INTRODUCTION: The Colorado Water Conservation Board (CWCB) is seeking vendors to <br />enter into a contract to provide personal services for the CWCB's Probable Maximum <br />Precipitation Study for the Cherry Creek dam and reservoir located in Denver, Colorado. <br />Interested vendors shall submit bids to provide the services as set forth in this agreement for the <br />fiscal year July 1,2000, through June 30, 2001. <br /> <br />3.1.1 PROJECT DESCRIPTION: Cherry Creek Reservoir is located on Cherry Creek in southeast <br />metro Denver, Colorado. Cherry Creek dam was constructed by the US, Army Corps of <br />Engineers in the late 1940's and completed in 1950. The design storm for the facility was <br />reportedly based on historical data from the May 30-31, 1935 floods in the basin and other areas <br />of Colorado. A 1993 reconnaissance report recommended that a Dam Safety Assurance <br />Evaluation be done for the facility. The Corps of Engineers asked the National Weather Service <br />(NWS) to perform a Probable Maximum Precipitation (PMP) study for Cherry Creek dam. The <br />NWS study was completed in 1995 using information contained in HMR 52 and 55A. Based on <br />the NWS study, the Corps estimates that an additional 100.000 acre-feet of storage capacity is <br />required in the reservoir so that the Probable Maximum Flood (PMF) can be handled safely by <br />the facility. <br /> <br />The CWCB desires to contract with a professional meteorological consultant or consulting team <br />to thoroughly review the NWS' PMP study and to conduct a fully independent (site-specific) <br />PMP analysis for the Cherry Creek facility. Relevant tasks will include: evaluating the existing <br />project documents, verify the NWS calculations where appropriate, perform sensitivity analyses <br />on variables that effect the PMP results, define procedure(s) to be used in a site-specific PMP <br />study for Cherry Creek dam and reservoir, collect historical data, compile PMP policy <br />information from various agencies, and refine the PMP estimate using the selected methodology. <br />Please refer to Exhibit A for a more detailed scope of work for this study. <br />
