<br />INTRODUCTION <br /> <br />Authorization <br /> <br />The Colorado Water Conservation Board. (Board) has certain statutory responsibilities <br />relating to designation and approval of flood water runoff channels or basins as fi)lIows: <br /> <br />... "to devise and formulate methods, means, and plans for bringing about the greater <br />utilization of the waters of the state and the prevention of flood damages therefrom, and <br />to designate and approve storm or floodwater runoff channels or basins, and to make such <br />designations available to legislative bodies of cities and incorporated towns, to county <br />planning commissions, and to boards of adjustment of cities, incorporate:d towns, and <br />counties of this state"..., Section 37-60-106 (l)(c) of the Colorado Revised Statues (CRS). <br /> <br />The Board's "Rules and Regulations for th,~ Designation and Approval of Floodplains and <br />of Storm or Flood Runoff Channels in Colorado" allow the Board lmder certain conditions to: <br /> <br />... "take action at its own initiative to consider the designation and approval of floodplain <br />information"... (2 CCR 408-1, Rule 9.D.2). <br /> <br />A current designation and approval of floodplain information is needed for the City of Las <br />Animas (City), Bent County, Colorado. The designation will include recognition ofthe modified <br />I OO-year floodplain due to protection of the City by flood control structures and kvees of the Las <br />Animas Flood Control Project (Project). The Project wa~ designed and constructed by the U.S. <br />Army Corps of Engineers (Corps) and construction was completed on June 17, 1978. The Project <br />was accepted for operation by the Arkansas River Conservancy District as of JUlie 17, 1978, by <br />letter dated August 25, 1978. <br /> <br />!'uroose and Scope <br /> <br />This Report documents the modified IOO-year floodplain which shows the benefits of the <br />Las Animas Flood Control Project for the City of Las Animas. <br /> <br />The Report includes: <br /> <br />* Background flood hazard information for the City, <br />* Acknowledgement of the Las ArLimas: Flood Control Project, <br />* Hydrologic and hydraulic data, <br />* Floodplain delineations and profiJes. <br />* Recommendations of the Board staff regarding designation of the floodplain. <br /> <br />Acknowledgements <br /> <br />This Report was prepared from information obtained from the Corps and the Arkansas <br />River Conservancy District.
