<br />PAYING THE PRICE: <br />FUNDING STATE MITIGATION <br /> <br />It is clear that states are increasingly seeing mitigation as the primary method for <br />reducing the costs, inflicted by disasters every year, both in lives and money. In order <br />to support the multitude of such initiatives now being implemented across the <br />nation, states are exploring new and innovative funding mechanisms, as well as <br />partnering with FEMA and other federal agencies. Such programs can be expensive <br />and sometimes oller only long-term pay-oils, but one thing is certain: states are <br />willing to pay the price for safe and disaster-resistant communities. <br /> <br />STATE FUNDING MECHANISMS <br /> <br />State governments commit significant resources in building and maintaining strong <br />emergency management programs. At the very least, this includes funding state <br />emergency management agencies, which are responsible for coordinating state <br />emergency plans and response. These state agencies also administer statewide <br />mitigation programs and work with cities and counties to strengthen local capabili- <br />ties. <br /> <br />In fiscal 1998, the budget allocation for all 50 state emergency management agencies <br />totaled $1.57 billion, ranging from an average of $2 million among the ten least <br />populous state to an average of $125 million among the 10 most populous states. <br />This means that on average, budgets for state emergency management agencies <br />accounted for less than one percent of states' total annual budget for that year. The <br />information is summarized in Appendix Table 6. <br /> <br />To support mitigation and other types of disaster assistance, as well as cover the cost <br />share of federal programs, every state has also established additional funding mecha- <br />nisms. These include disaster trust funds and special appropriations provided after <br />each major disaster (Figure 9).
