<br />PREFACE <br /> <br />This report presents information on the flood hazards and <br />flood potential at Walsenburg, Colorado and vicinity (see Plate 1). <br />It was prepared because a knowledge of flood hazards and flood po. <br />tential is important in land-use planning. The aIea studied is <br />subject to flooding from the CUcharas River, ~ear Creek, and the <br />North Walsenburg Ditch. Although records do not indicate that <br />any large floods have occurred in the past, this report indicates <br />that large floods are possible in the future. Properties presently <br />in flood hazard areas include residential, commercial, industrial, <br />and agricultural land. <br />The report includes a brief history of flooding and iden- <br />tifies those areas that are subject to possible future floods. It <br />provides a suitable basis for land use planning to guide development <br />in the flood plain and prevent future losses. It will also aid in <br />the development of flood damage reduction methods such as works to <br />modify flooding, flood proofing and other techniques which might be <br />embodied in an overall Flood Plain Manaqlllllent (FPM) program. Other <br />FPM program studies -- those of envirorunental attributes and the <br />current and future land use role of the flood plain as part of its <br />surrounding -- would also profit from this information. The report <br />does not contain specific plans or recommendations for the solution <br />of flood problems as these are, in DIOst instances, the responsibility <br />of local goverrunent. . <br />This report was prepared at the request of the Huerfano <br />County Land Use Administration, with the indorsement of the Colo- <br />rado Water Conservation Board, under continuing authority provided <br />in Section 206 of the 1960 Flood Control Act (Public Law 86-645) , <br />as lIIDellded. <br />Assistance and cooperation of the Colorado Water Conser- <br />vation Bosrd and Huertano County Land U.e Administration in <br />supplying data for preparation of this report are appreciated. <br /> <br />Hi <br /> <br />
