Ms. M. Michael Cooke
Chairperson, Douglas County
Board of Commissioners
101 Third Street
Castle Rock, Colorado 80104

Community: Douglas County,
Colorado
Community No.: 080049
Panel Affected: 0435 C
Effective Date of
This Revision: NOV 18 1994

102-D-A

Dear Ms. Cooke:

This is in response to a request for a revision to the effective Flood
Insurance Study (FIS) and National Flood Insurance Program (NFIP) map for
your community. Specifically, this responds to a letter dated July 27, 1994,
from Mr. Daniel P. Giroux, P.E., Project Engineer, Tuttle Applegate, Inc.,
regarding the effective Flood Insurance Rate Map (FIRM) for the
unincorporated areas of Douglas County, Colorado. Mr. Giroux requested that
we revise the effective FIRM to show the effects of a revised hydraulic
analysis based on more detailed topographic information along East Plum Creek
from approximately 1,600 feet downstream to approximately 1,100 feet upstream
of the confluence with Carpenter Creek.

All data required to complete our review of this request were submitted with
letters dated April 27 and July 27, 1994, and facsimile transmittals dated
May 2, May 3, and October 28, 1994, from Mr. Giroux; with a letter dated
February 16, 1994, from Mr. Stan Trueblood, Chairman of the Board, Larkspur
Fire Protection District; with a letter dated August 4, 1993, from
Mr. Evert L. Ackslan van Vriesland, Ackslan Industries; and with a letter
dated October 11, 1994, from Mr. Fred Koch, P.E., County Engineer, Douglas
County. Because this Letter of Map Revision (LOMR) solely incorporates more
detailed information, fees were not assessed for the review.

We have completed our review of the submitted data and the flood data shown
on the effective FIRM, and have revised the FIRM to modify the elevations of
a flood having a 1-percent probability of being equaled or exceeded in any
given year (base flood) along Carpenter Creek from approximately 200 feet to
approximately 700 feet upstream of the confluence with East Plum Creek. The
base ClOO-year) flood elevations (BFEs) along this reach of Carpenter Creek
are controlled by the flooding from East Plum Creek in the Town of Larkspur.
As a result of this revision, the BFEs along the revised reach of Carpenter
Creek have decreased. The BFEs and 100-year floodplain and floodway
boundaries have been revised along East Plum Creek within the Town of
Larkspur. These revisions are shown on the enclosed annotated copy of the
Douglas County FIRM for informational purposes only.
