The new Burlington Northern <br />Railroad culvert crossing and channel downstream to the College <br />Avenue bridge must be completed prior to restriction of the <br />existing SNRR culvert crossing. The restriction to the proposed <br />78-inch culvert can be removed when the optional detention pond is <br />constructed west of the BNRR (see Section 5).
