Additions for the years FY 1984 through FY 1987 were projected
in the FY 1983 Revised PRS and in the FY 1985 Final Revised PRS as
follows:

FY 1983 FY 1985
FY Revised Fi na 1 Revi sed
Year PRS PRS Difference
1984 $179,000 0 ($179,000)
1985 70,000 0 ( 70,000)
1986 80,000 176,947 96,947
1987 125,000 793,060 668,060
$454,000 $970,007 $516,007

Although some additions were completed in FY 1984 and FY 1985,
they were not transferred to plant and are shown in the FY 1985 Final
Revised study as zero. Part of this is projected to be transferred to
plant in FY 1986. However, the bulk of the investment is projected to
be completed and transferred to plant in FY 1987. The primary reasons
for the difference in the two studies are:

Increase in powerplant modifications
(includes powerplant automation)
Increase in powerplant emergency Sta. service
Powerplant personnel safety (new)
Other misc. increases and items not previously
projected
Decrease in Caballo Dam modifications
Decrease in Elephant Butte Dam modifications
Decrease in reservoir fence
Extraordinary O&M capitalized
Interest during construction

Total

$151,267

191,000
80,000

136,758
(121,865)
( 45,840)
( 75,000)
54,066
145,621

516,007

No projections of additions were made in the FY 1983 Revised PRS
for FY 1989 and FY 1990 because these years were not within the five
year "Wi ndow" for project ions. Project ions in the FY 1985 Fi na 1
Revised PRS of $26,737, $103,844 anrl $285,357 are made for adrlitions
in years FY 1988, 1989, and 199D respectively.

4. Irrigation Investment. As of FY 1940, power revenues
were assigned to repay $3,352,195 of the irrigation investment
costs; and these costs increased gradually through FY 1974 to
$4,641,359. Repayment of the $3,352,195 is due by FY 2000 which is 60
years (50 years plus a 10 year development period) from the initial
service date of the RGP. An additional irrigation investment of
$138,599 which was incurred between FY 1940 and FY 1950 must also be
repaid DY FY 2000. The balance of the irrigation investment
($1,150,565) is projected to be repaid by FY 2015.

16
