Box 1575 <br />Colorado Springs, Colorado 80901 <br /> <br />Community: City of Colorado Springs, <br />Colorado <br />Community No,: 080060 <br />Panel Affected: 0158 B <br />Effective Date of <br />This Revision: MAR 0 7 1997 <br /> <br />102-I-C <br /> <br />Dear Mayor Young: <br /> <br />This responds to a request that the Federal Emergency Management Agency (FEMA) revise the effective <br />Flood Insurance Rate Map (FIRM) for your community in accordance with Part 65 of the National Flood <br />Insurance Program (NFIP) regulations, In a letter dated December 3, 1996, Mr. Dan Bunting, Regional <br />Building Administrator, Regional Building Department, City of Colorado Springs, requested that FEMA revise <br />the FIRM to show the effects of channel improvements and culvert construction along Fairfax Creek associated <br />with the proposed development of Fairfax at Briargate, The channel improvements consist of a grass-lined <br />trapezoidal channel with a low-flow trickle channel and five drop structures. These improvements along <br />Fairfax Creek extend from approximately 2,000 feet upstream to approximately 3,360 feet upstream of <br />Potomac Drive. The culvert construction consists of two 10-foot by 8-foot reinforced-concrete box culverts <br />under Chancellor Drive, approximately 2,700 feet upstream of Potomac Drive, The downstream end of the <br />channel improvements ties into an existing channelization project reflected in a previous Letter of Map <br />Revision (LOMR) dated January 5, 1995, This request and the January 5 LOMR follow up on a Conditional <br />Letter of Map Revision (CLOMR) issued on January 25, 1994. <br /> <br />All data required to complete our review of this request were submitted with letters from Mr. Bunting and <br />Mr, Aaron B. Egbert, Project Manager, JR Engineering, Ltd. <br /> <br />We have completed our review of the submitted data, the data supporting the January 25 CLOMR, the <br />January 5 LOMR, and the flood data shown on the effective FIRM. We have revised the FIRM to modifY <br />the floodplain boundary delineations of the flood having a I-percent chance of being equaled or exceeded in <br />any given year (base flOOd) along Fairfax Creek, from approximately 2,000 feet upstream to approximately <br />3,360 feet upstream of Potomac Drive, As a result of the channel improvements and culvert construction, the <br />width of the Special Flood Hazard Area (SFHA), the area that would be inundated by the base flood, along <br />Fairfax Creek shifted in some areas and decreased in other areas, The base flood is contained in the new <br />channel. The modifications are shown on the enclosed annotated copy of FIRM Panel 0158 B. This LOMR <br />hereby revises the above-referenced panel(s) of the effective FIRM dated December 18, 1986. <br /> <br />The modifications are effective as of the date of this letter. The map panel as listed above and as modified by <br />this letter will be used for all flood insurance policies and renewals issued for your community. <br />
